Just discovered a SideShow Bob glitch
SSB is glitched for me. If he appears in a city, I just need to leave and come back. The camera then zooms in directly to him. (android)

Hmmm ... are you on Android or iOS ? I'm on Android, and I'm pretty sure there are some small differences in how the game works on different platforms.
Other than that, all I can suggest is that when you go to Other Springfield, go immediately to the Squidport entrance ... Bob doesn't just stand around waiting for you to discover him, he starts moving the moment you enter O.S. so you have to be quick to catch him before he runs off in an unknown direction or hides behind a building.
