It animates only when there's a task active at the building. TBH I couldn't tell you whether this is new or not.

I think it started when the Winter update hit.

True...this didn't animate before Christmas update.

Completely agree, should have existed already, but happy to have it added now. I like all of the buildings with signs that light up like this. For example, the Super Smorg lighting up is crucial as well, if only more characters had permanent tasks there. Grandma Bouvier's is only 1 hr :(
