This seems to describe my situation as well. No bandits ever from my Krusty Burger. I'm not too concerned about this glitch given that I'm more or less keeping up with the event, but it's a bit annoying.
Figured out what the problem was in my specific case. Little embarrassed that I hadn’t taken the time before to look more closely. Krusty Burger isn’t established as a bandit hideout until the user has accumulated 500 bandits. In my case the counter somehow or other got stuck on a number below this threshold. Had to blow a few donuts to remedy the issue.
