There's 5 strips that need tokens between the old and new tiles for $$s.
Picking up 5 tokens by the time you need the land - as long as you know to save them - should be achievable.
At least my C town can spread east, not so much north though, with the 13 tokens I gained over 18 months !!
Only need another 579 tokens, so that's about 72 more years to go !!
