I've read the level multiplier in the guide and understand that buildings cost more - but can you explain the cap to me? I dont see how it impacts the cars either. Does higher levels make other things cost more other than the buildings?

Before the KL update, the number of XP needed to get the bonus level increased every time you maxed the bar out. So if you earned xp quickly, the amount needed for the bonus level would be astronomical. After the KL update the amount needed does not increase after each one and therefore remains low, so people are taking advantage of this and therefore earning donuts quickly due to the low amount needed for the bonus level.
