Level 36 question
Normally all lower level quests must be finished before you can do higher level' there may be exceptions but when you cant get a quest started always make sure the lower tasks are done first

The only requirement should be that the Spinster apartments were built. Also, it's not Kearny, it's Nelson. So if you have him trick or treating, he will trigger it when he's done, assuming you have Patti and Selma.
Or you can store Nelson's House and he will stop his task (unless in KL) and when you put his house back in your SF, he will appear outside of it ready to trigger the Arcade.
