Normally it begins with Database Recovery Pt. 1 that you have to build Honest John's Computers...
The quest only begin "After the player logs in" so maybe close the game log out and log back in or worst case try to redownload TSTO.
Or you forgot to do the tasks of lvl 43 and thats in KL, so check your KL questline FIRST
