I really, really hope it's a level. I might actually be upset if it's an event. It would be cruel to make the stonecutters temporary, and lame to tell a stonecutter story with just the first five characters to be unlocked in game.
I'm kinda on the fence about this one.
On the one hand I think an event would be cool, especially if the items were somehow not limited time and the chance system is scrapped. (Can be hopeful right!)
On the other hand with how events have been going lately, I'd rather it be a level update, just to save me from the annoyance.
Whatever it ends up being I'm gonna hold my breath and see what happens.
