To be honest, I'm a little surprised they didn't remove Mrs. K when Marcia Wallace passed. It may have been too game breaking considering the quest lines in which she's involved.
hmmm not really. She is only associated with 8 questlines and they are very minor roles. Such as, storm police station, attend court hearing, serve time. It would have 0 impact on the actual game.
Even still, 8 quest lines would have to be reworked. Not quite "game-breaking" though...
