Losing Characters From Job Manager?
This is just a guess (probably a bad guess too since its such a large change in numbers) but the is it possible you changed the skins a lot of the characters were wearing?

- I hadn't changed any, but I tried going through and switching all the skins I could, just in case. It didn't change the amount I can send.
- Sadly the Job Manager does not work correctly on Android.
We are all experiencing the same problems you are... :cry: - Do you have a storyline going that says ... send Springfielders to (Task)
Lurleen has a task to send Springfielders to drink I believe. When that task is active almost everyone will be unavailable in the job manager. It won't pick up on people who have a yellow highlighted task from an ongoing quest. - I think the job manager doesnt work because there are springfield heights jobs open. I cant put the freaken buildings for those stupid jobs in my inventory either to stop it. I am done with Springfield heights its a stupid update.

I think you're right! I bought Lurleen and that is the task her questline is on. Thanks, I feel better now! They still need to fix it because it has never sent all my characters, but sending 90 and then only having to manually send about 25 others is a lot better than it only sending 6!
