i did this dance for a long time, so i feel your pain... removing all objects hidden behind other objects, getting rid of as many of the street bridge pieces as possible, replacing multiple 1x1 shrubs with 2x1 or 3x1 bushes, subbing 2x1 fencing with 4x1 fencing, eliminating fencing altogether.... seems like you're at the point where i was, right before the destination springfield event started.... fed up.
with the update for the event, ea gave us an additional bump of 200 items to the max count, but after looking through the wiki and seeing the massive amount of new content/craftables we'd be getting, i knew i had to do something drastic or i'd never be able to adequately design new areas for it all.... so i made the tough decision to blow up one of the oldest areas of my town, including my only 2D artwork piece, to give me room to work with regarding the item count and to place some of the new material. and i must say, i couldn't be happier with what i designed in its place... so in the end, it really did work out for the best.
i've spent more time than i care to admit designing my town, and i understand the reluctance, even refusal, to tear down one of your existing designs and start anew. but when faced with the ultimate choice of either keeping things the way they are and not being able to freely play, or making the necessary changes to allow yourself to continue playing and designing... at least for me, the choice was an easy one.

Yes, you've summed it up exactly. I pour over my town looking for things I can remove to whittle down my item number and give me more wiggle room to plan and design. Over the last 4 weeks, I've taken down entire little sub-sections which opened several nice expanses of land to build on. My personal style of play is to design as I go along. No matter what the item or event, I design it into my game rather than just put it somewhere to be dealt with later. Granted, all my areas are not masterpieces but I do have a few that I am quite fond of at this point.
Another issue for me is that my current bonus from conformity & decorations is 3050.18%. To maintain (and slowly increase) this percentage, the game requires many, many objects to be in the town. It's a delicate balance. Would I love to have complete freedom to design as my heart desires? Sure :) But, I've worked very hard to build up my bonus percentage and am quite protective of it... so I continue to pick & prune :)
