If I visit and there's nothing to tap, I'll check and see how long since they last played. If it's two days or more, I'll hide them until some indeterminate time when I check and see if they've started playing again. If not, then they get deleted after six weeks of non-playing.
I limit my friends to about fifty, so I can afford to have hidden neighbours taking up slots. If there's an event on, I'll get new friends to make up the numbers if necessary.
I do sometimes wonder what has happened to some of my neighbours - one minute they seem keen, top level town, visiting every day, then they just stop playing. Are they sick? Dead? Have they lost their job and with it the ability to afford their wifi connection? Gone to jail? Or have they got a fabulous new job (... or partner or house or hobby) so they're just too busy to play?
