I know you have NEVER mentioned this next issue, but I strongly believe we should warn them not to use handshakes as any reliable gauge to drop neighbors. Even if they seem to get more handshakes after logging out completely and back in, it is no guarantee that there are no missing handshakes. It sure doesn't make a whit of difference at all in my case. And, remember, I'm tracking towns that I am personally in total control of, obviously logging out entirely because -- of course -- there is no way to change to a new town without completely logging out of the first one. In my opinion, ten feeders represent a fairly significant pool of data ... If eight of ten are missing the mark thats an 80% unreliability.
Oh, logging out is certainly not a fix for this problem.. just a stopgap that seems to work better than doing nothing at all.
And I'm certain I'm not seeing 100% of my neighbor interactions. I used to visit my town every 12hrs and get well over 30 handshakes each time. Now I'm getting anywhere from 9 to 15 using log-out log-in method (still every 12hrs).
Until this is properly fixed, handshakes are basically useless for determining which neighbors to delete. Better to check your neighbors "last login" time to see if they're even playing the game anymore.
