I saved up my metal pieces and bypassed the 55 and 85 piece exchanges and went straight for the 160m + 400t exchange for the 2,000 blueprints. This pretty much confirms it for me, but it seems that these blueprint exchanges are random, as I definitely didn't have a 2,000 blueprint exchange!! Lucky for you!!!
Edit: Can anybody else confirm this?
I have two towns and they both have different exchange rates
