Open a water strip in the West
Open a strip to the South
and make them Premium Donut cost.
As a new free strip becomes available the donut strips move out. Basically premium players get to pay for having land in advance of non premium players.
You could also open up a new section behind Springfield Heights with a new entrance.
What would be the point of that? Even as a premium player I wouldn't do that.
