Well, on the one hand, I think him being constantly afraid of your reprisal might be worse than whatever you could actually do to him, so you might want to just stretch it out and remind him every so often.
On their other hand, such a prank does demand a response. How about you just register a brand new town with almost exactly the same email as the one he uses, maybe just change a .com to .co.uk or something that is easily missed and set the same password as he has for his game.
Then leave the game on his ipad/phone where you have the email already filled in and it asks you for the password. After he types that in, he will get a bit of a shock when a level 1 Springfield loads instead of his town, but there's no real harm done to his town once he figures out what happened. :p That's the kind of prank I like to pull - screws with your mind, but doesn't mess with your stuff.
Oh, and if you do do that prank, maybe best to play it safe and load up his town on your device until he figures it out. That way, if he somehow manages to set the level 1 town as his actual town, you have a back up to revert back to his old town. Just say 'play now' when it asks you if you want to proceed because your other device did not save your progress. I cannot see how he could set the level one town as his new default because it is under a different email after all, but better to play it safe with something as 'major' as risking a level 30 game. ;)
