I don't know about a straight-up slum, but I put together a pretty convincing seedy side of town. My "Lower East Side" borders an industrial area to the north, the seaside to the south, and downtown to the west.
The buildings I used to construct the area include the high school, the Try-N-Save, Moe's Tavern, the Legitimate Businessmen's Club, Zesty's, Herman's Military Antiques, the unemployment office, the Sunsphere, the Adult Education Annex, a Kwik-E-Mart, the Helter Shelter, Frink's Lab, the ice skating rink, the DMV, and the Bachelor Arms. I also included a neighborhood of six houses split across two blocks. I used Nelson's house here, as well as the Ancient Burial Ground, and I decorated with dead trees, spooky trees, as well as some shrubs to make the grass look unkempt.
I'll have to post a picture sometime soon.
