Neighbor Visit Frustrations!
Also having this problem, plus it seems neighbors are getting notice my town is full but I seem to have cleared all Feds.

after reading this thread, I paid attention to the town's that bounced me out of the game, and noticed, they do not have any streets. Must be a glitch, as streets are needed for characters to traverse the town.
