Neighbors without tappable buildings
Possible reasons:
1. They are inactive and haven't cleared buildings. Click the handshake icon in friend's screen to check last time they logged in to confirm.
2. During events, buildings will typically become untappable. For this event, buildings are as you have to tap the bandits in towns. If you have neighbours with tappable buildings right now, it means they haven't updated yet/aren't far enough in questline.
Note that other springfield is only untappable during events.
