When I was lower levels, I needed to collect as much rent as possible in order to afford the next level's buildings and characters -- because more buildings and characters = generating higher daily income!
I tried to leave enough buildings to tap to accommodate 10 or 12 visitors at any one time, knowing I'd be clearing it out several times each day, and that visitors are in different timezones around the world and visit in "waves" during prime times. (That's 30-36 buildings)
KwikEMart, KrustyBurger, Simpsons, Flanders, Cletus farm, school, police station and Town Hall are easy. I set up a cluster of about 24 brown houses with trees around them to look a little less like a housefarm and a little more like a campground. I left them uncollected so neighbors have something to tap. Like this one I have now in a secondary town. It's not pretty, but it's a compromise.
BETWEEN EVENTS, in my opinion, you need to take advantage of being able to collect as much rent income as possible.
DURING EVENTS, you will very likely need to leave buildings (or characters) uncollected so your neighbors can win whatever prizes there are for that event.
Once I got about 30 or 40 characters, it was easier to leave some of the buildings alone. And now that I'm over 100 characters, I hardly ever collect at all.
