If you knew you might need to be relatively inactive in the other parts you might save seeds to optimise currency collection in those phases.

Umm, yeah, I think it would be unreasonable to delete neighbours because if that. There could be many reasons why they're saving them. However, it's ultimately up to you, so if it bothers you that much then go ahead and delete them.
