Since new splash-screen is Maggie related, I am not sure if change is triggered by date, or progress in Act II concerning unlocking Maggie (I myself still haven't unlock Maggie, but I placed last upgradable building - Moonshine shack - and started "Oh Come, All Ye Vengeful" quest line which leads to unlocking Maggie).
You are further ahead than me and I have the new Splashscreen.
I'm still not there yet upgrading is painfully slow. I've got the splash screen though.
