It doesn't mean your neighbor isn't playing by the rules because you saw something in their town they shouldn't have. When the Mech Robot was released I could see Bart using it in my own town (from my other town) before it was unlocked. Oh, and I'm always seeing my kids walking around in Halloween costumes even though I don't have the Nightmare Pile in any of my towns.
