Nope! I've completed mine, and can't place pavement under it! Seems it must remain on grass. It made things difficult!

But then the building was immoveable, as its footprint became red. I X'd out and it remained in place, so it is similar to one building I have which "illegally" overlaps a shrub because EA increased its size.

i agree i mean especially because you normally can go under the building but the pavement just stops infront of it like a street- FOUND A FIX!!! :)
All you have to do is build a pavement square next to it, and even though there is no arrow to drag it, you will still be able to drag the pavement one square underneath the building!!! :)
