place balloons
I didn't have any problem. Possible stupid question, but you placed the balloons in Krustyland, right? You aren't talking about the limited-time balloons that were available in Springfield?

Did you buy them before being told to? That's what happened to me when I did that. I bought some as soon as I saw them for sale before I started the quest. Those didn't count. I had to buy two more after being told to.
Is that what happened?
