Balloons?

Balloons are a reward for a certain party medal. They may be locked.
So do bb.ignoregameplayunlocksentitlement
And filter to "unlocked content" in decorations I think

If you have the Digital Deluxe version you can get the wall decor balloons and also if you have Toddler Stuff there are balloons.
