place balloons

I had a similar experience. When first available, I bought the Scratchy and Poochie balloons. Then it came as a task. I tried to store them and bring them back but same result, task 0/2 completed. Then I bought another Poochie while the wheel was being built. Again, it didn't count. I waited until after the wheel was built and tried to buy Poochie again. Success! It showed 1/2 tasks completed. So I saved up and bought the second balloon and it worked. Tasks 2/2 completed. I figured I had to buy an extra three balloons I normally wouldn't but since it's game tickets I can't complain too much.
If you were trying to get balloons while the wheel was being built, let it finish and retry. Good luck.
