Now that I've had a chance to reread your post I think I get your question. You have all your characters free. You aren't sending anyone on tasks until you hit your final flight character. That technique works about the same except you miss out on earning money.
My method was to send all my characters on tasks except for a group of about 15 to 20 characters that I store plus Sophie who I leave out. I can make money on the other like 80 to 100 characters while still maximizing the flight tasks.
If we do it your way you'll find that the majority of characters will never be on a task. The max you need out is like 20. The rest might as well work.
I like to store them because collecting them after a job can get confusing if other character tasks complete at the same time. It's not worth the small amount of money I'd earn.

I think EA had always intended it to be a 20m wait. Otherwise why didn't they increase it to 10m or even 30m or an hour? I think they left off the zero. Simple.
