What is the deal with Patty and the She-She Lounge tasks?

There will be a quest where it asks you to send patty on a 4 hour task and send springfielders on a 4 hour task. Don't do the patty portion and you can send all adult springfielders on a endless 4 hour premium task. I believe it's been said its the 2nd portion of the quest but don't quote me on that part. I've been doing it for some time now so it works.

Won't work for animals and non-Springfielders (spies and what not)

when you get to Solitary Sapphoholics Pt. 2, there are two required tasks: Make Springfielders Party at the She-She Lounge (0/6) and Make Patty Drink at Moe's (0/1). don't ever complete Patty's "Make Patty Drink at Moe's" task, and you will forever be able to send the majority of your characters to party at the she-she lounge.

to avoid setting patty on that task, i always set her on her 24hr task.

If you eventually accidentally send patty on the task you can store her before it completes to take her off it

The game's definition of Springfielders has always confused me.

Can you use the job administrator for that?
Meaning, is the 4 hour task on top of the other 4 hour tasks people have?

Because if not, than that's not an option for me, as I don't want to send every single one manually,.....anymore

Yes, it always defaults for me as the 4 hour task through the unemployment office.
