Perhaps because the game is based on the TV show, albeit somewhat loosely. There's no transgender bar in the show, AFAIK. Also, I can't think of any cross dressing character who is actually transgender. The two are not synonymous.

Helen Lovejoy however has a transgender cousin.

If there was one from the series I'd probably look forward to it but since there isn't I just send Wiggum on stakeouts and send Lady Duff to "get into character" at Mo's and call it good.

Helen Lovejoy used to be Harold Schwartzbaum.

There were a few transgender characters at Mo's in Flaming Moe, but they were irrelevant and insignificant that they didn't even have names.

I guess the biggest name to add would be Martin Prince when they find out he becomes Marsha Princess in the future in that one future episode (name escapes me.)

I haven't watched the show since season 11....so I don't have a clue if there was any Trans characters in it after that. Only people that still watch the bad new ones would know for sure. Would be cool to have. I just don't think there is anything in the series like that. So I don't see why they'd make someone or even a building in the game that doesn't exist in the show.

I don't think transgendered bars are a thing. Also cross dressing is not the same a transgendered.
