Quest activation

As far as i know u have to complete a few of the innane stuff...ie. get money from houses etc....

Have everyone free, then go to your friends list and then back to your own SF this should help.

Generally, having everyone free at once will trigger quests, as PPs said. I've read other tricks, but try that and check the building guide (I assume that's what this link is) to see where you're stuck.
