Yea they do and what quests do you have in your taskbook once you build wolfcastles manor you should get sir putts once that's built you'll get bad cops part 1 which is snake to rob kwik e mart than the swat van afterwards

Ok so here's what happened to me at that point which probably will happen to you

After fat Tonys compound is built you should get the Luigi and skinner task which after that you should get the task to build Skinners' house when complete build Hermans should come up then wolfcastle
