since my town is dead atm, i just checked in a friend town ,and Quimby's Broken Promises Billboard is permanent what the pingas?

I noticed it was hanging around before I decided to buy it. I had no idea it was supposed to be a Limited item apparently.
(It didn't say it came from an episode or anything, it just said it came with a 1.00% boost to XP and Jobs.)- it's from that episode yes
