Resets level/creates water

I really enjoy this game but I'm pretty torqued. I dumped $19.99 on donuts while I was level 11, just to login the next day and be set back to level 10, but with a ton of $$. Also, my options to move things and go to my friends springfields are disabled. And the game has added water in strange places, ncluding under existing buildings, but i cant remove it because this function is disabled. Any chance I get my money back?
