It seems like I had to wait a lot in the lower levels to be able to build some of the buildings as well. As I have progressed in the game my income has progressed to the point where most things are now trivial. I wouldn't mind a few "needed" buildings that I had to save for again. It sounds like the lower levels have become so easy that people just expect it all to be a cakewalk now.
