In some towns, if you vandalise your friend's buildings then go back and clean it up, the friend can't, while in other towns the mop remains for your friend to clean. It seems to be a glitch in the code.
Personally, if you want to be a good friend, I'd make sure to leave them at least one building to clean up in case the glitch doesn't affect them in the advantageous way.
Ideally, but seems most of my friends don't visit me much, and don't vandalize me often. But my righteousness keeps dropping every few days, and my only recourse seems to be just to clean up their buildings, which are often vandalized when I get there.
