EDIT: I took him off task by storing the houseboat. I sent him to swab the Ghostly deck 6 hours no problem but I've had the ship since it first came out. Maybe try storing the Sea Captain and the ghost ship and see it that resets it?
I tried but the task remains locked. The same happened when I bought the bundle of radioactive man and bartman, I guess it will be fixed in the next update.
