Sea captain hidden task

Hello Forum!
I noticed the Sea Captain has a 6 hour task to swab the ghostly decks but it says quest. I recently bought the ghost pirate ship but it will not trigger. Am I missing something? I have searched but could not find the answer. Thanks for any answers in advance!!

    When I bought Kumiko with America Town the first time it was offered all of the old quests were suppressed until after the event.
