For some odd reason, I like to work my way from the top down... doing the exclusive resorts first as the ads are hardest to grind, then once they're all upgraded (and stored :lol:) I move on to all those that need awards and so on...
Bit of a pain, especially when everything seems to bottleneck on yoga mats, but those 8hr tasks seem to have tried to alleviate that by using 60 yoga mats (plus other stuff) to make ads and pharmaceuticals and allowing me to craft 60 yoga mats at the same time, so I can go to bed and wake up with the same amount of yoga mats but have more of the other stuff ...
And as for cluttered, my town is a mess with everything out for the hidden XP, its even ended up with a row of modern mansions squished together in my main town, thank goodness you don't need everything out on all the other buildings like you do on a beach hideaway...
