Where in Singapore do you live? I lived really briefly near Harbourfront (my wife was there for a year, but me only two weeks before we moved back to Malaysia).
The flowers for new businesses is common here in Malaysia - I would guess it is a Chinese thing. Haven't seen it anywhere in Europe.
