What's the highest level/character - without early access - ever needed to start an event?

On my anonymous account, I still have the introduction quest (In Your Own Words) for the Black History event last year. I can't complete it because I need Lou to do a task for the quest. He isn't available until level 33 and I haven't reached that level yet in my game. There might be another character at a higher level but Lou is the only one I can think of.
