Sooooo how are you supposed to get the blue thingies?
I've been grinding this event out! And I have 54 right now :| Any tips?

That's how this progression has usually worked, you usually have to double up on at least one item to get to the next level. It's not that big a deal though because if you "go over" they still count towards the following level, and you're that much closer to level 3.
Some seem to get worked up about "wasting" resources on a duplicate, but to me it's a bigger waste to not craft items that may end up having a multiplier in the future.
