It's derogatory, but certainly not on the same level as 'N'.
If you call someone a "cracker," you're saying something rude about his/her background and upbringing.* But you're just being rude, the same way as if you called someone an @$$hoIe.
If you call someone a n-----, you're using a term that was used to degrade, dehumanize, and enslave a people, and by extension, participating in that mentality.
(*I say this as a white male who was born in and has lived all but 2 years of his life in the south.)
