Looks like a lunch van, you can see two people next to the van with a plate of food? The van is in the road.

yep that's the Reindeer Burger Truck but it's not placable on road ingame
edit: oops i used the act maggie's splash screen by mistake lol - I have a neighbor that has cars placed on their road, as well as manhole covers. How'd that happen???

Manhole covers? There was a glitch a while back that allows you to put certain cars on the roads I have the ice cream truck, herb Powells car on the roads but I haven't moved them since that bug occurred. they have since fix that bug. I know no way other than the way that we will not mention that you would get manhole covers.- http://i.imgur.com/LZlZxxsl.jpg
ZONE - Lets say manholes are not supposed to be accessed by normal players... For now at least. Who knows if EA will release them in the future but for now just know you can't get them.
