New characters and buildings is always great, but I think we should definitely have objects like benches, chain/fences, iron railings, parking lots, and most other existing items which are rotatable 4 ways, that would be perfect.
Also like you said before, pavements and maybe even the water tiles which only take up 1 square.
Also I think every single character should at least have 1 additional skin. Some ideas...
Bart in his Bartman costume, or his ninja outfit
Krusty the clown in his stand up comedy look, (this had already been done as you can see it when you set Krusty to do a show on the open stage, it would be nice to have that as a skin)
Skinner in his old vietnam clothing
Also how about Judge Snyder and the Springfield County Courthouse :-o
