Swab ghostly decks

I added this to the ‘Bugs and Issues’ thread at the end of June.
Sea Captain unable to do the 6H task, even though the Ghost Ship is placed in town:

For what it's worth I have Sea Captain, Ghostly Pirate Airship (or whatever it's called) and the Frying Dutchman and the task is still greyed out and locked. I did acquire these things somewhat late, admittedly, so maybe it's an after the fact kind of thing.
