I'm beginning to think the game should be called TSEO. The Simpsons, Evented Out.

The version in the Play Store is still the winter event version - it should say it's installed on your device. Have you looked into the Play Store via your PC by any chance? Because then you might have chosen just another country's version. For example, in Germany Tapped Out is actually called "Die Simpsons - Springfield" but via Google I can access the American Play Store site on my computer. There it says it's not compatible while it tells me it is installed on one of my devices when I look for the German version.
