General consensus is Monsarno level 17/19 Herbicide level 15 so maybe 1 more level on the squirter.

I've just upgraded to 15 on the Squirter and I'm on 19 with the building. Can now save for crafting. It's been a long slog and not very encouraging being unable able to craft anything for all this time.
