No, it was/is a random task in one of my towns, It appears and disappears. You can do the task but it's never ending, The text for the task is in white, not yellow and upon completion it asks you to do it again.

What is going on with their servers the last couple of night? It took me forever to download last nights update & again tonight I can't connect.
