it is nice to always be able to clear ur friends like this!! they did change the way it works since the Easter Event and u can handshake more stuff, but not anything like this Spying, its gloriousssss...

They usually only use this sort of system when there's event currency to be earned. E.g. for Halloween last year, we could haunt neighbor's buildings, and it worked pretty much the same as the spying (actually, this event has a lot in common with Halloween in terms of mechanics.)
Normal neighbor taps reset a building's timer, so it doesn't entirely make sense to be able to tap anything before its timer is up, unless they completely changed how it works. But how would they do that? Maybe just be able to graffiti every building? I'd be fine with that, but there are some people who would hate it.
I don't think it's a bad idea at all, I'm just not sure how it could be implemented.
